There were many agitations to make Uttarakhand a separate state. The role of women was important in the Uttarakhand state movement. This movement is the main movement of Uttarakhand, due to which Uttarakhand became a state separated from Uttar Pradesh. The women of Uttarakhand also played an important role in the forest movement.
The demand to give Uttarakhand a separate statehood had arisen even before the independence of India. In British rule too, the demand for a separate state was raised after a session at several places. But even after independence, it took many years for Uttarakhand to get the status of a separate state. And after many years of struggle and many sacrifices, Uttarakhand got the status of a separate state on 9 November 2000.
The movement to Make Uttarakhand a Separate State
The demand for making Uttarakhand a state was first raised at a special session of the Indian National Congress held in Srinagar on 5-6 May 1938.
- In 1938, for the separate state, Sridev Suman formed an organization of ‘Gadeshdesh Seva Sangh’ in Delhi, and later its name was changed to ‘Himalaya Seva Sangh‘.
- In 1950, the Hill Development Jan Samiti was formed to combine Himachal and Uttarakhand into a larger Himalayan state.
- In 1957, Tehri Naresh Manwendrashah started a separate state movement from his level.
- The Hill State Council was formed at a conference held in Ramnagar on 24-25 June 1967.
- Kumao National Front was formed by PC Joshi, General Secretary of the Communist Party of India on 3 October 1970.
- In 1976 Uttarakhand Youth Council was formed and in 1978 members also tried to encircle Parliament.
- In 1979, Uttaranchal State Council was established under the leadership of Janata Party Member of Parliament Trapan Singh Negi.
- In 1984, All India Student Federation took 900 K.M. in Garhwal to demand the state. Spreading awareness in the people through the Bicycle Tour.
- On 23 April 1987, Tivendra Panwar threw a letter bomb in Parliament demanding the state.
- In 1987, in the party conference of Almora headed by L.K. Advani, he accepted the demand for separate statehood for the mountainous region of Uttar Pradesh.
- In 1988, the Uttaranchal Utthan Parishad was formed under the chairmanship of Shoban Singh Jeena.
- In February 1989, all organizations formed the Uttaranchal Joint Conflict Committee to run a joint movement.
- In 1990, Jaswant Singh Bisht as the MLA of Uttarakhand Kranti Dal made the first proposal for a separate state in the Uttar Pradesh Assembly.
- On 20 August 1991, the BJP government of the state sent a proposal for a separate Uttaranchal to the central government, but the central government did not take any decision.
- In July 1992, the Uttarakhand Kranti Dal issued a document regarding the separate state and declared Garsain as the proposed capital, which was considered as the first blue-print of the Uttarakhand Kranti Dal.
- The Kaushik Committee submitted its report in May 1994, in which it was recommended to make Uttarakhand a separate state and its capital in Garsain.
- Mulayam Singh Yadav Government accepted the recommendation of Kaushik Committee on 21 July 1994 and the proposal to form a separate state by merging 8 hilly districts was passed by unanimously in the Legislative Assembly and sent to the Central Government.
- Khatima Bullet Case – On September 1, 1994, 25 people died after police opened fire at a rally of students and ex-soldiers in Khatima, Udham Singh Nagar, On the second day of this incident, on September 2, 1994, in a rally organized to express protest in Mansuri, people attended the PAC and attacked the police. Deputy Superintendent of Police Umakant Tripathi died in the incident. This incident is known as Mussoorie Firing.
- In the last week of September 1994, the protesters going to the Delhi rally misbehaved with women by some policemen at Rampur Tirahe Muzaffarnagar and 8 people died in the firing.
- On January 25, 1995, the Uttaranchal Sangharsh Samiti launched the ‘Save the Constitution Yatra’ from the Supreme Court to the Rashtrapati Bhavan.
- On November 10, 1995, Yashodhar Bejwal and Rajesh Rawat were killed by lathi-charge by the police on the protesters who were on a fast-unto-death in Srinagar island.
- On 15 August 1996, the then Prime Minister H.D. Deva Gowda announced the creation of the state of Uttaranchal.
- On 27 July 2000, the Uttar Pradesh Reorganization Bill 2000 was introduced in the Lok Sabha.
- The bill was passed in the Lok Sabha on 1 August 2000 and in the Rajya Sabha on 10 August 2020.
- On August 28, 2000, President K. R. Narayan approved the Uttar Pradesh Reorganization Bill.
- Uttaranchal was formed on 9 November 2000 as the 27th state of the country and its temporary capital was made Dehradun.
- On the same day, Nityanand Swamy took over as the first Chief Minister as the first interim Chief Minister.
- From 1 January 2007, Uttaranchal was renamed as Uttarakhand.
